The frequency of flood disasters is increasing

A real risk of flooding exists not only in the vicinity of rivers and lakes: heavy local rainfall or hailstorms can also possess sufficient potential to be destructive. Throughout Europe practically no region is immune to flooding. Add together the recent catastrophic flooding of the Danube, Iller, Elbe, Saale and Oder rivers and all the other flood disasters of past years, and there is a strong suggestion that the term "100-year flood" needs to be redefined.

As these events have shown, flood protection is not only a responsibility of the public sector but is also depending on the efforts of private individuals.
